CultureConverse: A Simulation and Evaluation Framework for Multi-turn Cultural Assistance Dialogues in East and Southeast Asia
Current evaluations of cultural capabilities in large language models are often limited to single-turn factual recall via multiple-choice questions, failing to capture user needs for multi-turn, culturally nuanced practical assistance in real-world scenarios. To address this, we introduce CultureConverse, a scalable multilingual simulation and evaluation framework covering 10 regions, 58 sub-group identities, and 7 domains across East and Southeast Asia. The framework generates a dataset comprising 14,610 benchmark evaluation instances and 274,295 gold-standard dialogue patterns. In evaluations of 18 models, GPT-5 mini achieved the best performance. Experiments demonstrate that fine-tuning on high-quality subsets significantly enhances in-domain assistance capabilities and transfers to other cultural benchmarks. Human annotation further validates the framework's effectiveness as a proxy for human judgment, offering a new tool for assessing cultural competence.
